Did you assign an elasitc IP to the instance? If not then on restart it will have been assigned a different IP.
Go to the console and check what the status of the instance is, and see if the Public IP has changed. Check the documentation for instructions on assigning an elastic IP: https://docs.aws.amazon.com/AWSEC2/latest/UserGuide/elastic-ip-addresses-eip.html

Yes this was my issue.
I had to assign an Elastic IP to my instance so it would be statically assigned and my DNS would be pointing to the correct place.
