unified auditing in govcloud ADS oracle RDS

I am planning to enable cloud watch for unified auditing. However I noticed that I need to use Database Activity Streams is not available in govcloud. I need to enable unified auditing in Govcloud environment.

Question: How can I set up cloud watch for unified auditing messages in AWS Oracle RDS without using Database activity streams. Any possible solution any one think of, please let me know, really appreciate it.

You may follow this blog for enabling unified auditing and moving audit data to a dedicated repository outside of the source database, such as Amazon Simple Storage Service (Amazon S3) or CloudWatch Logs, for long-term audit data retention and detailed analysis.
