Individual subscriptions cannot be used by more than one person.
You must purchase individual subscriptions for the number of people or team subscriptions.

There is a minimum 5 user subscription - if there are fewer than 5 users, AWS instructs you to use an individual subscription to your account, which is not tied directly to your organization. You then need to have your company reimburse you for training expenses.

That doesn't quite answer the question. We only want one individual subscription to be used for exactly one person. I cannot purchase it directly because I don't own the root account. The person with the root account is not the person who needs to actually use the subscription. A team subscription isn't appropriate here since we have less than 50 team members. The instructions on the site say:
Sorry. Please purchase as root user as it is not possible to purchase as IAM user. Once purchased, a purchase history email will be sent to the root user's email address and can be used once received.
Once an individual learning subscription is purchased by the root user, can a single IAM user then use the subscription? This is problematic if I now need to use the root user's account to access my subscription. My company is an AWS partner and I have my employee account under that partnership.
