Did anyone else noticed difficulties yesterday (2022-02-16) between 23:01 and 23:09? We started to notice problems when our Cloudfront implementation was unable to forward requests to ALB. Then, when we tried to login to aws console, it was also giving timeout. After a few minutes everything was working fine again. AWS status has no recent event about this.

I would strongly recommend submitting a support ticket to ask that question. The support team have access to service logs and details and will be able to determine if there was a problem; if not they can also help you troubleshoot what was happening at that time.
