No Setup Change Manager link

Question

I'm following this blog post (https://aws.amazon.com/blogs/mt/change-management-for-life-sciences/) to setup a System Change/Change Manager EBS instance for GxP 21 CFR Part 11 compliance. However, the current landing page for Change Manager does not show the 'Set up Change Manager' link. It only shows 'Set up Organization' which seems to be a different functionality. It has no 'Settings' tab as shown in the blog post. Please advise how to get Change Manger setup in accordance with the blog post instructions.

This option will be seen on Change manager landing page, if your account is a part of any organization.

If you're using Change Manager with a single AWS account, you will get this option to choose Set up Change Manager -or- Choose Create sample change request.
