VPN endpoint's Outside IP addresses on the AWS side can not be changed, also you can not associate Elastic IP as the Outside IP address for the AWS VPN endpoint. What is the reason you are looking to change the outside IPs?

@Tushar_J I am configuring with WatchGuard and there is 1 ip in the white list, the external ip is random so I am worried about connection problems

When you modify the VPN connection options, the VPN endpoint IP addresses on the AWS side do not change, and the tunnel options do not change.
