**URGENT** PROD EC2 instance down - stuck in stopping state

Instance ID: i-044ec859711424a46 stuck in stopping state. Instance had been unreachable for 20 minutes or so - rebooting - stopping - force stopping have all failed

This is our prod instance and crucial to have online
