I can not access AWS console the majority of the time.

I cannot access the AWS Console the majority of the time. It's just a white screen after I sign in.

Sometimes it loads partially. On those occasions refreshing seems to help. If that doesn't help, sometimes navigating helps.

I've tried multiple browsers, I've cleared all cache/cookies, I have used incognito windows.

Things work ok with a VPN. Which rules out something like an anti-virus blocking the connection I think.

I don't really know what either means. Are they showing anything that could help? It's been like 6 months my ISP insists it's not them that's the issue but there are several websites that simply don't work when using any browser on incognito mode. And they're all websites I use a lot.

The fact there are several websites including AWS console that don't work and thing work ok with VPN in indicating issue with your local ISP. Are you in UK? What if you try the regional console eu-west-2.console.aws.amazon.com?

I suggest collecting HTTP Network Traces with your favourite web browser developer tools while you try to access AWS web console in incognito mode, and search for HTTP responses different than 2xx/3xx. It should give you a hint on what HTTP requests are not progressing appropriately.

I don't believe this is an AWS specific issue. I suggest working with your ISP to determine if the correct maximum transmission unit (MTU) is set for your router and internet connection.
