At what time does the daily billing close?

I need to compare two daily bills (e.g today and yesterday) but I'm not sure at what time the daily billing closes/updates - I'm retrieving the data from the CLI command aws ce get-cost-and-usage using the daily tag.

It appears that it's midnight UTC. According to https://repost.aws/knowledge-center/monthly-aws-billing

Note: The billing cycle is based in the UTC (+00:00) time zone.
