Hey! Not sure, how did problem occurred, but these are few reasons you can look for:

• it may be depended upon availability zones, try to switch AZs
• Don't try to use 100% of CPUs, you may get banned. the reason can be overloaded system hardware won't last longer.
• use burstable instance type, if planning for 100% use.

there maybe more reasons, but these are few which i can remember for now.
