Points of My Scenario:

  1. I'm an AWS newbie
  2. I have created an organization structure 2 levels deep
  3. I have created a second account and placed it in one of my two second-level OUs
  4. I want to know whether the second account I created has its own root account user.

Yes, for each AWS account you created in a AWS Organizations has its own root user. The Email address of the account's owner that you specified is the root user access.
