Currently it is not possible to view AppRunner with ReadOnlyAccess due to missing permissions.

Hello,

I confirmed the same in my account. I will reach out to the internal team for the same to get more information. For now, please associate "AWSAppRunnerReadOnlyAccess" to IAM Role/User.
