Issue with App Runner service quota

I am trying to create an App Runner service using container image from ECR from AWS Console for us-east-1 region. When I submit my service creation request, I receive the following error, saying it's exceeding my service quota which is zero. I have seen another post where it says that the issue has been resolved and rolled out to all regions. But since it occurred again, wanted to check if this is an ongoing issue?
