Hello.
Emails sent using SES may be suspended by AWS if they have a high bounce rate.
I think it is necessary to check whether the bounce rate is high as described in the document below.

Hello,
I understand that your SES account has been paused and you were instructed by AWS to create new credentials to send emails via SES. However while attempting to send emails via new credentials error related sending paused is seen.
While your SES is in Paused state you will be unable to send or receive emails. Since you have already created new credentials I am assuming that issue was identified to be with the previous credentials.
Kindly respond back on the case through which you were notified about Sending pause about the issue identified, steps taken to resolve the issue and how will you be avoiding similar issue in future. [1]
Based on the review conducted by AWS Trust and Safety team they might re-initiate your account, ask for further information or might deny your request. Kindly work with AWS Trust and Safety team on your appeal to re-instate your SES. Once SES is in Healthy State you should be able to send emails.
