AWS Replication Agent Installer - RHEL8 exits without an error

We've successfully installed the replication agent (aws-replication-installer-init) on a number of RHEL8 servers on-prem with no issue. On 2 servers the installer gives no output at all and does nothing. All required pre-requisite packages are installed and FS has space. To debug I downloaded the python version of the installer and didn't pass parameters to the script when running. The python script outputs that the installer is starting and then asks for the region. If I enter a valid region it hangs for about 20 seconds and exits with no errors and nothing is installed. If I enter an invalid region it exits with a valid error.

During the 20 second hang I can see the script talking to AWS S3 endpoints. All required endpoints (per the docs) have been validated with telnet to ensure it's not a firewall issue. No SSL inspection is happening from the server subnets.

I'm at a loss why it's not working on a handful of servers. I can't find any differences.

Anyone run into this before? Any help would be greatly appreciated.
