"Cannot open access to console, the root account is locked" AL2 t2 > t3

Hi guys

Trying to migrate a t2 AL2 instance to t3 and getting the message:

"Cannot open access to console, the root account is locked" when launching the t3

The instance is based on amzn2-ami-hvm-2.0.20180810-x86_64-gp2 with no particularly special features, and ENA is on. What am I doing wrong? What have I missed?

We just ran into this same problem and suprised it hasn't been addressed before.
After some searching found this: https://aws.amazon.com/premiumsupport/knowledge-center/boot-error-linux-m5-c5. Although not addressing our instance types, it's the same root cause: /etc/fstab fails to mount devices which are specified as /dev/xvd[] this document explains it: https://docs.aws.amazon.com/AWSEC2/latest/UserGuide/ebs-using-volumes.html
