We just ran into this same problem and suprised it hasn't been addressed before.
After some searching found this: https://aws.amazon.com/premiumsupport/knowledge-center/boot-error-linux-m5-c5. Although not addressing our instance types, it's the same root cause: /etc/fstab fails to mount devices which are specified as /dev/xvd[] this document explains it: https://docs.aws.amazon.com/AWSEC2/latest/UserGuide/ebs-using-volumes.html
