Please contact AWS Support under the free support plan to get the reverse DNS record reset if you wish to no longer use that DNS name with that Static IP, stating this intention. We can then reset the record and that will allow you to delete the Static IP.

Tried that. Got, "Technical support is unavailable under the Basic Support plan".
