クォータを増やしたのになぜかvCPUが初期値の5しか作成できないようになりました。リージョンは大阪です。なぜでしょうか？

大阪リージョンでクォータを増やしていますか？
EC2のクォータはリージョンごとの物なので大阪リージョン以外が選択されていると増えません。
