Elastic Beanstalk Linux 2 platform update fails with CREATE_FAILED AWSEBInstanceLaunchWaitCondition

I have several single instance Elastic Beanstalk applications running on .NET Core running on 64bit Amazon Linux 2. They are configured with managed updates. Updates are failing, however, so they are stuck on version 2/2.5.0 (latest version is 2/2.5.6).

The updates fail with the following error: Service:AmazonCloudFormation, Message:Stack named 'awseb-e-jivmyb8dtz-immutable-stack' aborted operation. Current state: 'CREATE_FAILED' Reason: The following resource(s) failed to create: [AWSEBInstanceLaunchWaitCondition].

Any ideas how I can fix this, or troubleshoot it?
