Slow download speed on client side, could not find the reason.

I have a web-site hosted in EC2 Windows instance, and some users are complaining about slow loading page(sometimes timeout) and it happens even in my computer. The download and upload speed on server-side are normal. But analysing the download speed on client-side is arround 10kb/s - 100kb/s. Using VPN solves the problem. Any tips?

Without more information, are your clients behind a firewall (I suspect that they are, else why would using a VPN solve the problem)? If you have contact with the owner/manager of the firewall, check with them if they have bandwidth, or some form of smart queuing in place to distribute inbound bandwidth evenly.
