New AWS account has 0 Amazon Bedrock quotas in all regions

I have a newly created AWS account and I am trying to use Amazon Bedrock.

However, all of my Bedrock quotas appear to be unavailable or set to 0 across all regions. This includes account-level applied quotas and global cross-region inference quotas. For example, some quota pages show a non-zero AWS default quota value, but the applied account-level quota is 0.

I have already checked multiple regions, and the same issue appears everywhere. I also confirmed that this is not just a console region-switching issue.

Could you help clarify:

  1. Is this expected behavior for a new AWS account?
  2. How long does it usually take for Bedrock quotas to be provisioned for new accounts?
  3. Do I need to submit a quota increase request or contact AWS Support directly?
  4. Is there any account verification, billing history, or model access requirement that must be completed first?

I am mainly trying to use Amazon Bedrock models, and currently I cannot use them because the effective quota is 0 in all regions.

Any guidance would be appreciated.

  • You're not getting Bedrock when you've never even used AWS. Its a poor idea to start there.

This is expected behavior for new AWS accounts. Amazon Bedrock quotas are initially set to 0 for new accounts as a protective measure. To start using Amazon Bedrock models, you need to request access to the specific foundation models you want to use.

Here's what you need to do:

  1. Request Model Access: You must explicitly request access to foundation models through the Amazon Bedrock console. Navigate to the Model access section in the Bedrock console and submit requests for the specific models you want to use. This is a required first step before you can invoke any models.

  2. Wait for Access Approval: After submitting your model access request, it typically takes a few minutes to process, though in some cases it may take longer. You'll receive notification once access is granted.

  3. Quotas Will Be Applied: Once model access is granted, the appropriate service quotas will be applied to your account automatically. The default quotas vary by model and region.

  4. Request Quota Increases if Needed: If the default quotas don't meet your needs after access is granted, you can submit a service quota increase request through the Service Quotas console or AWS Support Center.

The zero quotas you're seeing are intentional and serve as a gating mechanism until you've requested and been granted access to specific models. This is not related to account verification or billing history - it's simply the standard onboarding process for Amazon Bedrock. Start by requesting model access in your preferred region, and your quotas should be provisioned shortly after approval.

Amazon Bedrock now provides immediate access to all serverless foundation models by default for users in all commercial AWS regions. This update eliminates the need for manually activating model access, allowing you to instantly start using these models through the Amazon Bedrock console playground, AWS SDK, and Amazon Bedrock features including Agents, Flows, Guardrails, Knowledge Bases, Prompt Management, and Evaluations.

Also, as stated in the following document, please note that your quota application may be rejected depending on your AWS account usage and past usage history.
New accounts may not be approved.

Due to overwhelming demand, priority will be given to customers who generate traffic that consumes their existing quota allocation. Your request might be denied if you don't meet this condition.

I’m having the exact same issue. I created my account three days ago and my quota is still at zero, even though I applied for Claude access and received the approval email. I can't use any of the models at all
