Cannot deploy cloudformation template in ap-east-1, but successfully on other region

Hi, I am trying to deploy the cloudformation template of the virtual waiting room (https://aws.amazon.com/solutions/implementations/virtual-waiting-room-on-aws/) And I am trying the getting-started template inside the document,I am deploying in ap-east-1. And when it comes to the creation of cloudwatch log bucket, errors pop up. I have created an IAM role with administrator access for testing, yet this error still pop up. The weird thing is that I try the template in other region like ap-northeast-1, it works smoothly. Do anyone have ideas what I am doing wrong.
