Hello.
Is it not possible to perform operations even as the root user of the AWS account?
If you have not yet tried operations as a root user, try signing in as a root user by following the steps in the document below.

By the way, if your AWS account is managed by AWS Organizations, operations may be restricted by SCP, etc., so it is a good idea to check whether operations are restricted by SCP.

Thank you for the help, it might be the case although it occurred now thats why i am not sure it is the case because if that's the case then i can't do anything to my account as i have only access to support cases because account is blocked, I already mentioned that. again thank you for the knowledge
It may be unrelated since it says "Access Denied", but please try using your browser's incognito mode or connecting from another PC. In rare cases, access problems may occur due to cache issues.
Yes you are right, and I get the answer it is more related to my recent case to AWS to unblock the account. So they was working on it. It may be the fault from their side and the error is gone right now i just checked it and My status of the case also changed to unassigned to work in progress. There was error when i created the case same error so when i proceed with other things. Basically AWS is responsible if this happens again we can try the suggestions you given me depending on situation or we can wait if it is AWS.
