Aws Activate Provisioned Account : Can't provision a Phone Number in Amazon Chime

Hi, when i use Amazon Chime and phone management gives me Forbidden Error and with Amazon Chime SDK on provision phone number, it says couldn't be placed & on creating voice connector it gives me error of Account Restricted. Please help
