How do I reserve IP addresses for a specific purpose?

Is there a way to reserve a subset of IP addresses within a subnet's CIDR range so that no one else can use them except for their intended purpose?

Yes, you can create an elastic network interface for each of the IP addresses that you don't want to be used.
