I understand the referential integrity inconvenience you pose but that check is not easy to implement because subnet and Glue connection are completely different services and that would add a problematic dependency. New regions deploy first what are considered foundational services, such as VPC, other services built on top come later. Now imagine if subnet deletion had a usage check for any other service that could potentially use it, considering the service might be deployed or not in the region.
