I apologize, but I have some important information regarding p3.2xlarge instances that may explain the issue you're experiencing.
P3 instances, including p3.2xlarge, are actually being retired by AWS. New customers are no longer able to launch P3 instances. Only existing customers who have used P3 instances within the past 12 months can restart or launch new P3 instances.
If you haven't used a P3 instance before in your AWS account, this retirement policy is likely the reason you're encountering the "configuration not supported" error, rather than it being related to your vCPU limit.
As an alternative, AWS recommends using newer generation EC2 G or P instances instead of P3. These newer instances are expected to offer better price-performance ratios. You may want to consider:
- G6 or G6e instances, which offer lower prices and 1.5x to 3x GPU memory size per GPU compared to P3 instances.
- Other G instance types, which come in multiple sizes and generally have more capacity availability than P instances.
If you specifically need GPU capabilities, try launching one of these newer instance types instead. If you can't find these instances in your preferred region, you may need to try another region or instance type.

Suggest you try G or P4 (or higher) instance types. For G instances, there is g4dn, g5, g6 and g6e. Do check your vCPU quota for Running On-Demand G and VT instances.
