I think your prediction is probably correct.
There are several features that are not available in IAM Identity Center on standalone AWS account instances.
I think you need to use an AWS Organizations managed account instance to set up multi-account permissions.

I came across this issue too. To solve it you must first delete your IAM Identity Center (IAM Identity Center > Settings > Management). Then, create an organization (AWS Organizations service). With the organization created, you can re-enable the IAM Identity Center and the Multi-account permissions will appear.
If you do this out of order like I did the first time, you will have to delete your organization and then delete the IAM Identity Center service. When I created an organization after creating the IAM Identity Center service, I was no longer able to access the IAM Identity Center. It kept telling me that I needed to enable it but then errored out every time I tried to re-enable...
