I see that you have used a root account and also followed the recommended steps. I recommend opening a support case with AWS support to resolve the issue. If you have a technical support plan, I recommend opening one under the technical support case. Also, when opening a support case, make sure to open it under the account you are having an issue. Also, state what you noted here in the post to share details of the issue.

Got the same message when launching CloudShell from a fresh account as a root and also as a new user even with explicit permissions (by the way, policy simulator states ok withing CloudShell service). Did you got the solution?
I have this same problem. I've tried everything - different browsers, different systems, restarting CloudShell, deleting the CloudShell home directory, verified supported regions - and nothing has worked and I can't find any solution.
