EC2 instance stopping non-repsonsive

Question

Instance i-0c16ac66894450210 is stuck, reboot, or force stop did not work. Attempted to create a new instance/ami from this instance per KB 
https://docs.aws.amazon.com/AWSEC2/latest/UserGuide/TroubleshootingInstancesStopping.html#Creating_Replacement_Instance
However that came back as Failed.

Thanks. The EC2 instance does not support serial connection.

SOLVED. The instance is back online, it appears this instance was part of the AWS power outage Zone.
