Transferring to free tier

Question

I have been paying for AWS and need to dial back down to the free tier for all services but do not know how to set this up. Someone else set it up originally and they are no longer with our organization.

AWS free tier is only applicable to new accounts. Most services are free up to 12 months of your initial signup date. (Within specified limits)
You can not roll back to the free tier if you are over this time period or over the resource usage limits. There are some services that are always free within limits.
