Unable to send sms to any mobile number

My sandbox having the production access but not able to send sms to any mobile number by clicking button 'publish text message' which available on page. Please find the attached screenshot.

Kindly turn on and view Amazon CloudWatch Logs for your SMS messages. To know more about why SMS messages are not sending through Amazon Simple Notification Service (Amazon SNS), Kindly refer the below knowledge center article.

Did you verify the status of the message? Most of the time is the carrier that detects it as spam and blocks it before reaching your phone.
