Lightsail Availability Zones

I see Lightsail is available in this desired zone: Asia Pacific (Singapore) (ap-southeast-1)

There is an AWS Local Zone in Manila, which is part of the Singapore region. Does that mean (either for Lightsail or for general EC2) that my instance would be based in Manila? Or is it based in Singapore with a really fast connection from Manila? Or for Lightsail does none of that apply (i.e. it has nothing to do with Manila)? Or...?

On the sign-up page for Lightsail, Manila isn't specifically an option, which is where my confusion (and fear of AWS) starts.

Local Zones are an extension of AWS Regions that allow you to place certain services closer to your end users, enabling lower-latency applications.

The AWS services that can be used in the local zone are listed in the following documents.
Unfortunately Lightsail cannot be used in local zones.
Therefore, ap-southeast-1's Lightsail instance is hosted in the Singapore region, not Manila.
You can use EC2 instead.

Got it, thank you. EC2 is MUCH more expensive then Lightsail for what we need ($157 vs $110), but I guess it is what it is. Thanks again for your answer!
