PA-API 5.0 "AssociateNotEligible" error - Account has qualified sales and active Access Key

Hello,

I'm receiving an "AssociateNotEligible" error when trying to access the Product Advertising API 5.0 for Amazon Brazil. This is my FIRST request ever - I have never successfully made any API call.

Important: This is NOT a 429 TooManyRequests error - it's an eligibility error.


My Account Information:

  • Store ID: detetivecurio-20
  • Marketplace: Brazil (www.amazon.com.br)
  • Account Status: Active Associate

Access Key Details:

  • Status: Active
  • Created: January 9, 2025 at 14:00 UTC
  • This is a NEW key, never used before

Sales History (Last 30 Days):

  • Products Ordered: 13
  • Products Shipped: 8
  • Clicks: 52
  • Revenue: R$59.06 (Brazilian Real)
  • Commission Earned: R$5.35

Testing Method: I tested using the OFFICIAL PA-API Scratchpad:

Error Response: Code: AssociateNotEligible Message: "Your account does not currently meet the eligibility requirements to access the Product Advertising API."


What I Already Verified:

  1. My Access Key shows "Active" in the Amazon Associates dashboard
  2. I have more than 3 qualified sales in the last 30 days
  3. I'm using the correct Partner Tag (Store ID) from my account
  4. I tested on the official Scratchpad, not custom code
  5. I waited 24+ hours after creating the Access Key

My Questions:

  1. Is there a propagation delay for new Access Keys beyond 24 hours?
  2. Are there additional eligibility requirements for the Brazil marketplace?
  3. Is there a specific number of sales required before API access is granted?
  4. Could there be a sync issue between my Associates account and PA-API permissions?
