My customer wants to know how to have multiple VPCs in different AWS accounts use the same physical Direct Connect circuit.
They can do the VIFs. They just need to know how to have multiple VIFs to a single circuit.

The Direct Connect is provisioned in one of the accounts. From there they can create VIFs that can be associated with other accounts. Documentation is here: https://docs.aws.amazon.com/directconnect/latest/UserGuide/createhostedvirtualinterface.html.
