Getting charged for non-existent Elastic IPs

I have been charged for an "Elastic IP address not attached to a running instance per hour (prorated)", billing but cannot find any Elastic IPs in that region, how to proceed? Enter image description here

I would start with AWS Config. If this service has been turned on, the history of the Elastic IP will be available. AWS Config will show deleted resources.
