You can scale on memory metric(s). Please check out this other answer: https://repost.aws/questions/QUtRfHUviYSly1N12qyx0KkA/amazon-ec-2-auto-scaling-based-on-memory-utilization
If you wish to scale on Tomcat memory usage specifically you'll need to extract that metric specifically and send it to CloudWatch metric.s

how do we extract tomcat memory usage metric and send it to cloudwatch?
You'll need to look at the Tomcat documentation to figure out how to extract the appropriate metric. Once you've done that you can create a custom CloudWatch metric: https://docs.aws.amazon.com/AmazonCloudWatch/latest/monitoring/publishingMetrics.html
