Unfortunately there is no self service option for that service quote, so you have to go through Support. On the very bottom of the document you linked it mentions that.
Request a limit increase
You can request an increase for API throttling limits for your AWS account. Open AWS Support Center Console and create a case to request a service limit increase for Amazon EC2.
