If it is in us-east-1 (N.Virginia) region then this can be attributed to the LSE, so please wait for it to get resolved. Also check the AWS Service Health Dashboard for updates, also you can check the AWS Personal Health Dashboard in your AWS account.

yes, Thats why I posted in the forum as it says it will help expedite a resolution
The instance is in us-east-1 and they've currently got power issues which I think is what is causing it to be stuck for so long.
