How to increase vCPU quota for lightsail?

I tried to create a GPU XL instance of lightsail for research. But I got the following error.

"InvalidInputException: You reached the quota of total vCPUs that you can create in your account. Your virtual computers can have a combined total of 0 vCPUs. Delete virtual computers that you don't need, or request a quota increase. https://docs.aws.amazon.com/general/latest/gr/lightsail.html#limits_lightsail"

It seems that I have to increase the quota. How can I do that? I don't even know how to check my quota usage. Please also let me know.

You can view your current Lightsail quotas at https://console.aws.amazon.com/servicequotas/home/services/lightsail/quotas (you may need to set the region as well).

Most of these are fixed, but Instances is configurable, and if you click on Instances you should be able to request an increase of your quota on the next screen.

    But I don't think the quota is relevant. I can confirm that I have enough instance quota (20) available, but I still have the error in question.
