Switching role option not available in IAM Console

Need assistance configuring third party user for EC2 management. I've created a User but they don't seem to have the ability to switch role as described in this post. https://docs.aws.amazon.com/IAM/latest/UserGuide/id_roles_use_switch-role-console.html?icmpid=docs_iam_console
