Cannot Provision Number in Chime

When trying to provision a number, I receive the following error: Your service has been restricted. If you feel like you have received this message in error, please submit a support request in the upper right with the category “Voice Calling”.

What is causing this issue? If it is because I am new to Chime, what is the expected turnaround time for this?

This generally happens on accounts with limited billing history (new accounts). It's simply a part of the fraud protection on PSTN calling. After you submit the request, unless there are other concerns with your account, it could take about 3 business days.
