User access to "cost explorer" via IAM

Hello,

I gave a user via IAM the permission policy "billing". Also I created a new permission and gave the user access to the "cost explorer service", "billing", "billing console".

Unfortunately the user still can`t see any costs in the cost explorer. What step is missing? Enter image description here

Have you activated IAM access to billing information on your AWS account?
