Not able to access database public

Question

I wanted to access database from my local but I am getting connection timeout.
I have enabled public access for the database and have added All traffic in my inbound rule for the security groups , I have also tried with public IP (from nslookup).
The database is hosted in a VPC, not sure what is blocking the connection.

Regardless of your database being related to work matters or pet projects, I would strongly recommend to put it in private subnet and access it via SSM: https://aws.amazon.com/blogs/database/securely-connect-to-an-amazon-rds-or-amazon-ec2-database-instance-remotely-with-your-preferred-gui/

Hello.

Have you checked that there is a route to Internet Gateway in the route table of the subnet on which RDS is running?  
Also, make sure that communication is not prevented by network ACLs.
