Not able to access database public

I wanted to access database from my local but I am getting connection timeout. I have enabled public access for the database and have added All traffic in my inbound rule for the security groups , I have also tried with public IP (from nslookup). The database is hosted in a VPC, not sure what is blocking the connection.

Hello.

Have you checked that there is a route to Internet Gateway in the route table of the subnet on which RDS is running?
Also, make sure that communication is not prevented by network ACLs.

Regardless of your database being related to work matters or pet projects, I would strongly recommend to put it in private subnet and access it via SSM: https://aws.amazon.com/blogs/database/securely-connect-to-an-amazon-rds-or-amazon-ec2-database-instance-remotely-with-your-preferred-gui/
