RDS MYSQL Workbench

I made an RDS MYSQL database and am trying to connect it to mysql workbench. I am getting the error Failed to Connect to MySQL at database...amazonaws.com:3306 with user admin. I have gone through the steps of ensuring it is Publicly accessible and adding a security rule that accepts all connections. I am wondering what further steps I can do to ensure that I would be able to mysql workbench.

Please use the following command to check communication from your local environment to RDS.

curl -v telnet://test-database-1-instance-1.xxxxxxxxxxxx.ap-northeast-1.rds.amazonaws.com:3306

    I think that it is running in a public subnet.When I run that curl call I just added my endpoint after telnet:// and it returned the response curl -v telnet://database-1........rds.amazonaws.com

    • Trying 1.23.456.0 23...

    • connect to port 23 failed: Operation timed out

    • Failed to connect to port 23 after 75138 ms: Couldn't connect to server

    • Closing connection 0 curl: (28) Failed to connect to port 23 after 75138 ms: Couldn't connect to server
