If I have a balance due, will my services be suspended?

I have been using AWS free-tier for about a month, and creating traffic through them and have a balance of $4.95.

Will this cause me to not be able to connect to my instances?

Hello.

EC2 does not stop even if you use up the free tier.
However, you will have to pay any charges beyond the free tier.
Please note that AWS may suspend your use if your payment is delayed.

    Well, for some reason, I can't utilize my instance.

    No settings have changed, yet I cannot remotely log in to my instance.

    Also, even though it shows a balance, it will not let me pay it.
