Error creating cluster on Red Hat Openshift

Hello, I try to create a cluster on Red hat openshift, and it need AWS IAM user credentials AWS access key ID, then I created one, but still errors like the below:

CLUSTERS-MGMT-400: User name associated to BYOC credentials is empty

Does this have anything to do with AWS ParallelCluster? If not, please remove the AWS ParallelCluster label.
