as you can see currently route53 does not support

but in the future maybe AWS Support. You can create a ticket or contact with support for this one,

I don't think you can purchase .dev domains from Route53, but you can create a hosted zones for .dev domains. I use Route53 to run my personal blog which is a .dev domain.
