Hi,

You can reference this guide here to remove that: https://docs.aws.amazon.com/awsaccountbilling/latest/aboutv2/manage-payment-method.html#manage-remove-credit.

However, you must make sure that all AWS resources are terminated so no future charges will happen.

Hope it helps, and if it does, please accept this answer so that community can benefit for clarity when searching for similar issues, thanks!

If you have only one payment method on the account, and it's your default payment method - you won't be able to remove it. AWS requires to have one default payment method on the account to make sure that users don't launch a bunch of expensive resourses and leave them running. Since there's shared responsibility model, where account owner / account admin is responsible for managing their resources, and AWS cannot access those resources, you'd have to make sure that you terminate all the resources if you no longer require them.

Now, the question should be, why you can't terminate the resources? You mentioned that you can't delete VMs. Is it because you don't have access to the account? Or, you cannot see what exactly you are charged for, and you cannot find those the resources? I would recommend opening a support case from your account with this concern, as our support teams will be able to assist you - either they'll provide guidance where you can see where the charges are coming from, and how you can stop them, or they'll provide additional advise regarding your payment method - https://docs.aws.amazon.com/awssupport/latest/user/case-management.html
